At its strongest, the theory argues that the familiar account leaves a meaningful remainder: testimony, timing, documents, physical details, or institutional behavior that cannot be comfortably absorbed by the standard explanation. That remainder is the proper object of investigation—not proof by itself, but the reason the file stays open in public memory.

The former military site at Montauk is real; the extraordinary project narrative emerged principally from books published in the 1990s.
