Why this story endures
Foreknowledge, intelligence failures, building collapses, and the official response form several distinct theories—not one.
At its strongest, the theory argues that the familiar account leaves a meaningful remainder: testimony, timing, documents, physical details, or institutional behavior that cannot be comfortably absorbed by the standard explanation. That remainder is the proper object of investigation—not proof by itself, but the reason the file stays open in public memory.

What can be anchored
Al-Qaeda carried out the attacks; official investigations documented extensive institutional failures before and during them.
The distinction matters. A declassified program proves that an institution pursued a line of work; it does not automatically validate every later claim attached to it. Likewise, a failed explanation does not automatically establish the most extraordinary alternative.

The unresolved edge
Some unanswered or poorly communicated details warrant scrutiny, while controlled-demolition and inside-job claims have not met the evidentiary burden.
This is where provenance, independent corroboration, and falsifiability become decisive. The Shadow Index treats ambiguity as information. It neither converts missing evidence into confirmation nor treats institutional confidence as a substitute for a transparent record.

- Are secrecy and missing records ordinary for the institution and era, or genuinely anomalous here?
